Character traits
Near's defining trait is the capacity to wait. He can stare at a puzzle for hours without touching it, because moving before he has a solution costs him. The hair-twirling, the toy figures lined up around him — none of that is decoration. It's keeping the room under his hand.
The absence of feeling gets called a flaw; it's actually load-bearing. L could empathize with a suspect; Near refuses to make the case personal. That isn't a deficiency, it's a tactic — against someone like Light who falls in love with being 'the right person,' the safest place to stand is the place without emotion.
Role in the story
His move against Light isn't outsmarting — it's outlasting. Near never doubts the case will close; what he's missing is timing and Mello's willingness to take the risk. The final line where he calls Light 'just a murderer' is the cleanest slap a detective has handed a self-styled god in the medium.
The common complaint about Near is that he's too smooth. That's the point. What made L lovable was his humanity. By stripping it back, Death Note argues that if justice stays attached to feeling, Kira wins. For Near, being cold isn't a personality trait — it's the last stage of detective work.
